Translink SHEQ Audit – SSOW T2-A Protection Arrangements

This Translink SHEQ audit checklist helps verify Safe System of Work (SSOW) T2-A protection arrangements for rail maintenance and construction activities. It guides TSCs through permissions and communication with the signaller, use and removal of T-CODs, track circuit status checks, WON and authority recording, and briefing of working parties. It covers PTS validation, PPE compliance, lookout duties, and RAMS, permits and daily risk assessment sign-off. Additional sections address site health and safety controls, traffic management, excavations (HSG47), overhead lines (GS6), work at height, lifting plans, temporary works, and asbestos controls. Equipment checks include LOLER, PUWER, TECs, PAT, and daily plant inspections, plus first aid, welfare, firefighting equipment and environmental controls (COSHH, spill kits, waste, dust and noise). Quality assurance items include insurance, ISO documentation and subcontractor compliance.
