This binder course inspection checklist supports road and highway projects to meet Highway S4 requirements. It guides inspectors through surface preparation and cleanliness, tack coat application and dryness, specified material depths, and DBM material specifications. Record ambient and ground temperatures, wind considerations, and per-wagon asphalt temperatures from arrival to pre-rolling. Select the appropriate bitumen paving grade and complete quality testing including rolling and 3 metre straight edge checks, grip testing, PQI, sand patch tests, and white lining verification. Includes certification items and partial completion Schedule 1 covering earthworks, drainage, kerbs, sub base, base and binder courses for carriageways, pedestrian and cycle ways, visibility splays, street lighting, and temporary street name plates.
