Evaluate contractor safety and compliance with this PCBU Memorandum of Understanding MOU Review checklist for construction projects. Verify the presence and adequacy of Site Specific Safety Plans SSSP, Construction Environmental Management Plans CEMP, and hazard and risk registers. Confirm JSEAs, permits to work, and Authority to Work are in place. Check inductions, training and competency records, Safety Data Sheets and hazardous substances registers. Capture evidence of toolbox and coordination meetings, site inspections, incident reporting, WorkSafe notifications, and subcontractor prequalification and reviews.

Site Specific Safety Plan Contractor Review
Use this Site Specific Safety Plan (SSSP) Contractor Review checklist to assess the adequacy of contractor safety documentation before work begins. Confirm project scope and contacts, identify high-risk and notifiable works, and verify risk registers, controls, and required permits. Check emergency response planning, hazardous substances registers and SDS, and minimum PPE. Review induction, training and competency records, supervision of untrained workers, and environmental controls for noise, dust, fumes, and smoke. Ensure subcontractor SSSPs are included, and that consultation practices (prestarts, toolbox talks, safety meetings) are defined with evidence. Validate monitoring and review processes such as site inspections and plant maintenance, along with incident reporting, investigations, serious harm notifications, and corrective actions. Confirm procedures for waste management, security, traffic management, and asbestos where applicable.
