This NELA Site Observation Report (Early Works) template supports surveillance officers on civil construction projects. Capture key site details, zones, weather, and activities such as service proving, NDD, and geotechnical drilling. Log resources, personnel, and equipment; add photos; document contractor discussions; and verify OHS controls including SAR, GPP, asset owner requirements, pre-start sign-ons, PPE, and incident status.
